Over the past twenty years, WCS Mongolia has implemented activities addressing wildlife health, trade, animal movements, community engagement, and building awareness of and support for protected areas. Through the Mongolia Program, collaboration with governments, communities, NGOs, and industries is prioritized to maintain biodiversity, promote landscape connectivity, and contribute to sustainable resource management. The program's activities encompass wildlife research, protected area and community support, wildlife law development and enforcement, and sustainable infrastructure development.

MONGOLIA PROGRAM OVERVIEW:

Established in Ulaanbaatar in 2003, WCS Mongolia has remained dedicated to safeguarding Mongolia's rich wildlife and expansive landscapes for over two decades. Focusing on the Southern Gobi and the Eastern Steppe along with policy and capacity initiatives at the national level, WCS Mongolia's mission revolves around science-driven, landscape-level conservation. Collaborating with various stakeholders such as governments, communities, NGOs, and industries, the organization prioritizes biodiversity preservation, landscape connectivity, and sustainable resource management at both local and national levels. Through an array of initiatives spanning wildlife research, protected area management, community partnership, policy development, sustainable infrastructure projects, One Health, and climate change adaptation, WCS Mongolia strives to ensure the long-term health and vitality of Mongolia's ecosystems.

JOB SUMMARY:

The Finance Manager plays a crucial role in overseeing the financial operations of WCS Mongolia, ensuring compliance with organizational policies, donor requirements, and local regulations. This position is responsible for maintaining financial integrity, supporting program implementation, and facilitating informed decision-making across the organization. The Finance Manager works closely with the Regional Teams, Country Director and other senior staff.

MAJOR RESPONSIBILITIES:

Financial Management

  • Maintain financial systems and internal controls to ensure the efficiency, integrity and transparency of the office and sub-office operations in accordance with WCS guidelines, national legal requirements and internationally accepted accounting standards
  • Develop and manage annual and long-term WCS budgets
  • Coordinate internal audits and liaise with external auditors performing audits
  • Prepare and regularly update project budgets and Budget vs. Actual reports
  • Generate financial reports for donors and government agencies
  • Manage cash flow and branch cash requests from WCS headquarters
  • Oversee cost allocations and ensure proper use of funding codes
  • Assist in analyzing foreign currency grant estimations
  • Maintain an up-to-date list of grants on a monthly basis
  • Review balance sheet accounts and oversee cross-charging to other country programs
  • Collaborate with the Procurement Officer on financial aspects of procurement
  • Coordinate and consult with Regional Controllers and Regional Business Team

Grant Management

  • Lead the preparation of proposal budgets
  • Manage donor financial reporting and compliance
  • Oversee grant agreements, extensions, and modifications
  • Ensure proper grant setup in internal systems and databases
  • Monitor donor payments received both locally and at the WCS headquarters
  • Conduct budget analysis, review, and communication within the program (on a monthly/quarterly/annual basis)

Accounting and Internal Controls

  • Oversee day-to-day accounting and financial activities
  • Review and maintain internal controls, policies, and procedures
  • Manage monthly and year-end closing processes
  • Oversee staff benefits, payroll allocations, and tax declarations
  • Ensure proper filing system and document storage for financial records
  • Review and approve Journal Voucher (JV) templates before uploading to SAP

Audit and quality control

  • Ensure that all transactions entered into the SAP system in the central office are correctly and consistently recorded, including donor and/or activity information where needed.
  • Ensure that revenue and expenditure posted by WCS headquarters is correct, and is assigned to the correct project, fund, grant and account codes, and where problems are found ensure that these are resolved with the appropriate staff in headquarters along with project staff as required
  • Supervise regular petty cash counts out on a monthly basis
  • Assist in preparation of internal and/or external audits, prepare audit responses and ensure implementation of accepted recommendations
  • Lead on the auditor selection processes

       Reporting

  • Prepare and submit financial statements, corporate income tax reports, VAT, and PIT returns to local government authorities in accordance with accounting laws.
  • Ensure the organization of annual audit confirmations for the annual report.
  • Report all country project expenditures to WCS New York following established WCS procedures and deadlines.
  • Oversee the reconciliation of balance sheet accounts, review monthly journal entries and the general ledger, and coordinate monthly and annual account closings.
  • Participate in the development and implementation of financial policies and procedures for program staff

QUALIFICATIONS & EXPERIENCE:

  • Master's degree in Accounting, Finance, or a related field, along with a professional accounting qualification such as Certified Public Accountant (CPA) or Chartered Accountant (CA) is preferred.
  • Minimum of 5 years of experience in financial management, including 3-5 years working with international NGOs, the private sector, or government.
  • Experience collaborating with government agencies and donors.
  • Proficiency in MS Office applications, particularly advanced skills in MS Excel; experience using ERP systems is highly desirable.
  • Knowledge of financial management systems, grant management, and accounting practices.
  • Excellent analytical and problem-solving skills, along with strong leadership and team management abilities.
  • Fluency in English and Mongolian.
